After installing the appropriate profile from Apple’s public beta testing page on an iPhone or iPad, iOS and iPadOS 15.3 can be downloaded over the air.

There’s no information on what’s in the iOS 15.3 and iPadOS 15.3 betas yet, but it’s likely to focus on under-the-hood enhancements and bug fixes. We found nothing noteworthy in the first two developer betas.

Apple has yet to add a few features, such as Universal Control and ID support in the Wallet app. Universal Control will allow numerous Macs and iPads to be controlled by the same keyboard and mouse, and Apple has announced that it will be available in the spring. There were no indications of Universal Control in the first beta, so it appears that it will arrive in iPadOS 15.4.

Since Apple announced the feature at WWDC in June, digital IDs in the Wallet app have been in the works. Arizona, Georgia, Connecticut, Iowa, Kentucky, Maryland, Oklahoma, and Utah are anticipated to be the first states to introduce digital ID support, with Florida also in talks.
